He has gone from being a baker’s son to a Tribute, from a Tribute to a Victor, and from a Victor to a rebel. Then he is captured by the Capitol, and they torture him until he becomes an assassin. They hope that he will be so afraid of Katniss that he will kill her the moment he sees her.
